This development coincided with the arrival of Gaza envoy Nikolai Miladinov and U.S. White House adviser Josh Greenbaum, appointed to the Peace Council, in Cairo on Monday to begin a new round of negotiations, according to the Egyptian mediation source. The final hours saw resolution of the contentious Clause 8, concerning resistance weapons, after consultations with mediators from Egypt, Qatar, and Turkey.
Hamas and Islamic Jihad had previously objected to the mediators’ draft, which called for a gradual collection and registration of weapons under the supervision of the national committee, stabilization force, and verification body. The draft also stated that armed groups would participate in cataloging infrastructure, without transferring weapons to Israel, linked to the completion of the first phase, entry of the administrative committee, deployment of the stabilization force, and dismantling of militias, in line with Trump’s plan and Israel’s gradual withdrawal.
