The so-called Israel Land Authority published tender No. 177/2026 for a large-scale residential development in the settlement of Kochav Yaakov, covering an area of 253.7 dunams.
The tender was issued on August 6, 2026, with November 30, 2026, at noon set as the deadline for development and construction companies to submit bids.
Israeli authorities approved the planning scheme behind the project on April 27, 2025. The tender, issued about 15 months later, marks the transition from planning approval to the allocation of construction plots and the start of implementation.
The project is expected to expand the settlement’s built-up area and increase its population capacity, while bringing construction companies and contractors into the development process.
Strategic location
Kochav Yaakov is located between northern Jerusalem and the Ramallah and Al-Bireh area, within the settlement bloc referred to by Israeli authorities as “Binyamin.”
The construction of 627 additional units would expand the settlement’s urban footprint and strengthen its connections to surrounding settlements and road networks.
The project is also expected to increase pressure on the surrounding Palestinian geography and further separate Jerusalem from its Palestinian surroundings and the Ramallah and Al-Bireh governorate.
