A Hamas delegation led by political bureau chief Khalil al-Hayya met Egypt’s intelligence chief Hassan Rashad on Sunday as diplomatic efforts intensified to advance a US-backed roadmap for Gaza.
The meeting took place in El-Alamein in northern Egypt, rather than Cairo, and focused on ways to implement the 15-point roadmap for Gaza, according to reports citing Palestinian officials. Egypt’s state news agency said the Hamas delegation reaffirmed its “commitment to complete President Donald Trump’s plan to end the suffering of residents and begin reconstruction”.
The talks came as US envoy Jared Kushner held separate meetings with Egyptian, Qatari and Turkish mediators. Reuters reported that Hamas officials attended some of the meetings involving Kushner and Nickolay Mladenov, the US administration’s representative for Gaza.
The exact format of Kushner’s meeting with al-Hayya’s delegation was less clear in the available accounts. Al Araby Al Jadeed, citing informed sources, reported that the Hamas delegation met Kushner in Egypt to discuss the second phase of the Gaza agreement. Reuters confirmed that Hamas officials were present at some meetings with the US envoys, while The Associated Press said it was initially unclear whether al-Hayya himself would meet Kushner or Mladenov.
Hamas said its discussions with Egyptian officials covered political and military developments in Gaza and the occupied West Bank, as well as what it described as Israeli violations of the ceasefire. The movement said it wanted mediators to press Israel to implement the agreed roadmap.
The roadmap calls for Hamas and other Palestinian armed groups in Gaza to disarm, an Israeli military withdrawal and the transfer of authority to a Palestinian civilian administration, followed by reconstruction. Israel has opposed the plan in its current form, with Prime Minister Benjamin Netanyahu saying Israeli forces would not withdraw from areas of Gaza until Hamas is fully disarmed.
The Hamas delegation included Mohammed Darwish, chairman of the movement’s Shura Council; Khaled Meshaal, head of its external leadership; Zaher Jabarin, who heads its West Bank leadership; Basem Naim, head of its Arab and Islamic relations office; and political bureau member Ghazi Hamad.
The visit is al-Hayya’s first to Egypt since he became Hamas’s overall leader last month. He has been a central figure in previous ceasefire negotiations and remains closely involved in the latest talks.
Kushner is also expected to travel to Israel, where he and Mladenov are due to meet Netanyahu as Washington seeks to narrow differences over the implementation of the Gaza roadmap.
