The foreign ministers of Qatar, Jordan, the United Arab Emirates, Indonesia, Pakistan, Türkiye, Saudi Arabia, and Egypt condemned what they described as continued Israeli attacks on healthcare facilities, civilian infrastructure, and civilians, including women and children, calling them serious violations of international law and international humanitarian law.

In a joint statement, the ministers said the continued violations constitute a clear breach of Israel’s obligations under international law and the comprehensive plan to end the conflict in Gaza, warning that they undermine international and regional efforts to implement the agreement’s second phase.

The statement said the developments followed U.S. President Donald Trump’s announcement that Palestinian factions had accepted the proposed roadmap, including provisions related to limiting weapons, adding that the violations risk derailing the political process, reigniting escalation, and deepening the humanitarian crisis in Gaza.

The ministers stressed that protecting civilians, safeguarding medical facilities and humanitarian workers, and ensuring the immediate, safe, and unhindered delivery of humanitarian aid and medical supplies throughout the Gaza Strip are legal obligations that must be upheld under all circumstances.

They added that the situation in Gaza cannot be separated from attacks by Israeli settlers in the occupied West Bank, continued settlement expansion, and unilateral measures aimed at changing the status quo in occupied Jerusalem.

According to the statement, these actions amount to a systematic policy intended to impose new realities on the ground, undermine the foundations of the two-state solution, and erode the legitimate rights of the Palestinian people in violation of international law and relevant United Nations resolutions.

The ministers called on the international community, particularly the UN Security Council, to fulfill its legal and moral responsibilities by taking effective measures to ensure Israel complies with international law, including international humanitarian law and UN Security Council Resolution 2803, and to hold those responsible for serious violations accountable.

They also reaffirmed their countries’ firm rejection of any attempts to annex occupied Palestinian territory, impose Israeli sovereignty over it, or forcibly displace the Palestinian people, stressing that a serious political process leading to the implementation of the two-state solution remains the only path toward a just and lasting peace.
