Sources say Hamas has received a revised proposal from international envoy Nikolay Mladenov based on the latest Palestinian factions’ response. The plan outlines a gradual process for collecting and storing weapons alongside an Israeli withdrawal to Gaza’s borders, supervised by a Palestinian committee, an international stabilization force, and a verification body.

The proposal leaves the issue of personal weapons under Palestinian jurisdiction and legal regulations. Mladenov reportedly informed Hamas that U.S. envoys Steve Witkoff and Jared Kushner support the revised framework, with guarantees that Israel will fulfill its first-phase commitments before moving to the next stage.

Palestinian factions have also agreed to the deployment of an international stabilization force, provided its role remains limited to monitoring agreements, preventing Israeli re-entry into evacuated areas, and facilitating humanitarian operations. The factions emphasized that the force must not exercise policing powers, interfere in Palestinian affairs, or take part in weapons collection.

A final Palestinian response is expected in the coming days following internal consultations.
