New amendments proposed by Nikolay Mladenov introduce major changes to the framework governing Gaza’s future administration, security arrangements, and reconstruction efforts.

The revised proposal calls for Israeli forces to withdraw to the perimeter of the Gaza Strip rather than fully withdraw from the territory. It also links the completion of Israel’s withdrawal to measurable progress in the inventory, collection, and transfer of weapons.

Under the plan, Hamas and other Palestinian factions would transfer all civil and security governance powers to a Palestinian National Committee, which would oversee Gaza during a transitional period. The amendments also expand the weapons inventory process to include heavy weapons, tunnels, arms depots, and military production facilities under international supervision.

The document further states that all weapons would be transferred exclusively to the Palestinian National Committee, with no faction retaining control of or access to arms after implementation. In addition, provisions were added for social reintegration programs and the regulation of personal weapons ownership.

Politically, references to the realization of a Palestinian state were replaced with language focused on creating conditions for a credible path toward self-determination and statehood.
