Leaked Document Says Sudanese Army Accepted U.S. Ceasefire Plan With Conditions

A leaked document has revealed that the Sudanese Armed Forces have agreed in principle to a U.S.-backed peace initiative proposing a 90-day humanitarian ceasefire, followed by negotiations on a permanent truce and the launch of a civilian-led political process. However, the military conditioned its approval on the complete withdrawal of the Rapid Support Forces (RSF) from all cities and territories captured since the war began.

According to the leaked proposal, the initiative also calls for the creation of a unified national army, disarmament and reintegration arrangements, the exclusion of individuals accused of atrocities, including militia members and extremists, from the political process, and the establishment of a United Nations-led mechanism to oversee military deployments on the ground.

The revelations appear to contradict repeated public statements by Sudanese army chief Gen. Abdel Fattah al-Burhan, who had denied discussing or accepting such an initiative while insisting that the conflict would be resolved through military means.

The leak sparked criticism from Sudanese politicians and observers, who accused al-Burhan of attempting to prolong the conflict while publicly rejecting negotiations to satisfy hardline supporters advocating a military victory.

Khalid Omar Yousif, deputy leader of the Sudanese Congress Party and a senior figure in the civilian democratic coalition Somoud, said al-Burhan's primary objective remains consolidating power rather than ending the war. He argued that the military leader has delayed meaningful negotiations despite growing international pressure, particularly from the United States.

The proposed roadmap, backed by the United States, the United Arab Emirates, Saudi Arabia, and Egypt, seeks to revive Sudan's civilian democratic transition while ending nearly two years of devastating conflict.

The Sudanese civil war has displaced millions of people and triggered one of the world's worst humanitarian crises, with international efforts to secure a lasting ceasefire repeatedly failing.
