A homemade bomb exploded near the entrance of the Philippine Department of Justice in Manila early Monday, hours before another suspected explosive device was discovered near the Senate.

The explosion occurred shortly after midnight and caused no casualties. Both incidents took place ahead of President Ferdinand Marcos’s annual State of the Nation Address.

Philippine National Police chief Jose Melencio Nartatez Jr. said there was a “high possibility” that the two incidents were connected.

He said police had established emergency plans to respond to bomb threats and explosions but acknowledged that a device had escaped security measures and detonated outside the Justice Department.

Authorities have not yet determined the strength of the explosion. Images published by local media showed a cracked vehicle windshield and a limited amount of debris at the scene.

Suspected Device Found Near Senate

A truck driver discovered the suspected explosive on a street near the Senate shortly before 8:30 a.m. and alerted security personnel.

Bomb disposal specialists removed several materials from the scene, including a detonator, a clock and a container holding brown powder. The items were taken for examination.

Regional police spokesperson Hazel Asilo declined to estimate the potential strength of the device had it exploded.

The incidents occurred amid heightened political tensions surrounding Marcos’s address. Vice President Sara Duterte is facing an impeachment trial, while a corruption scandal involving alleged fake flood-control projects has caused widespread political unrest.
