In a significant diplomatic move, the United Arab Emirates led an international initiative within the International Telecommunication Union in Geneva, resulting in the adoption of a resolution condemning attacks targeting civilian telecommunications and information technology infrastructure.

The resolution was presented by Ambassador Jamal Al Musharakh, the UAE’s Permanent Representative to the United Nations and other international organizations in Geneva, on behalf of the Gulf Cooperation Council countries and Jordan. The initiative was supported by an official delegation that included Majed Sultan Al Mesmar, Director General of the Telecommunications and Digital Government Regulatory Authority.

The decision was adopted by consensus, reflecting broad international support to address threats targeting critical digital infrastructure. This infrastructure plays a vital role in essential services, emergency communications, humanitarian coordination, economic activity, and global connectivity.

In his remarks, Ambassador Al Musharakh referred to what he described as Iranian attacks targeting civilian telecommunications and IT infrastructure in the UAE and other countries in the region. He emphasized that such attacks do not only affect the targeted states but also pose risks to the stability and resilience of digital networks at both regional and global levels.

This resolution marks the first time the International Telecommunication Union formally includes a clear condemnation of attacks on civilian digital infrastructure, signaling a shift in how the international community approaches cyber threats as a matter of collective global security.

The adopted framework proposes a balanced and technical response, including monitoring, assessment, and reporting on the impact of such attacks, particularly their effects on regional and global connectivity.

It also highlights the importance of protecting digital infrastructure as a foundation for global stability and sustainable development.

Majed Sultan Al Mesmar stressed that telecommunications and information technology infrastructure represent the backbone of a shared digital future, and safeguarding it is a collective responsibility to ensure stability and continuity for future generations.

The resolution reflects growing international recognition that cyberattacks on civilian infrastructure are no longer isolated incidents but a global challenge requiring coordinated action and clear international standards to protect the digital space.
